Norfolk RISE Up Transition Pilot Impact Report: Transforming School Transitions for Young People

Supporting Young Minds Through Transition

The transition from primary to secondary school is a critical time for young people. Recognising the challenges this shift presents, the Norfolk RISE Up Transition Pilot was launched as a multi-agency initiative to prioritise the mental wellbeing of children during this significant life stage.


With an emphasis on resilience-building, anxiety reduction, and confidence development through movement, the programme has been a game-changer for young people, educators, and families alike.


We are thrilled to announce the findings of the Norfolk RISE Up Transition Pilot Impact Report, which showcases the achievements of this pioneering initiative.

Programme Overview

The Norfolk RISE Up Transition Pilot was designed to align with Norfolk County Council’s Evidence-Based Transition Principles, focusing on:

  • Supporting students to feel ready for school.

  • Tailoring support to individual needs.

  • Creating safe, welcoming environments.

  • Fostering strong relationships.


Delivered through a collaborative, multi-agency approach, the programme included:


Four participating schools implemented the programme, focusing on Year 5 and 6 students to ensure early intervention and a seamless transition to secondary education.


Key Highlights from the Impact Report

The Norfolk RISE Up Transition Pilot, delivered in collaboration with Norfolk Virtual School, Future Action, and stormbreak CIO, focused on empowering Year 5 and 6 students across four schools. Here are the standout results:

  • 16 teachers trained in the RISE Up Early Intervention Mental Wellbeing and Trauma-Informed PE courses, equipping them with tools to foster resilience and create safe, nurturing environments.


  • 4 teachers completed the stormbreak Shine digital pathways, enabling them to provide targeted 1-to-1 support for vulnerable students.


  • Significant wellbeing improvements:

    • Charles Darwin Primary School: 68.42% improvement in wellbeing perceptions.

    • Woodland View Junior School: 41.67% improvement in wellbeing perceptions.


  • Stormbreak Shine achievements:

    • 87 Shine pathways completed with 222 stages of mentally healthy movement and conversation time, equating to 92.5 hours dedicated to supporting children.

    • At the start of the Shine programme, 31.1% of students reported low wellbeing, while 25% reported moderate wellbeing. By the end, 93.8% of students reported high wellbeing, and no child reported low wellbeing.


  • Indirectly benefiting 1,000 students across participating schools.


  • An estimated £441,293 in social value generated, equating to £120.90 return for every £1 invested.

  • Charles Darwin Primary School: Highlighting the transformative impact of the RISE Up and Stormbreak programmes on student wellbeing, with significant improvements in confidence and emotional literacy.

  • Woodland View Junior School: Showcasing the power of tailored interventions and strong school leadership in creating a safe, supportive environment for students to thrive.

Fully Funded Training for Norfolk Schools

As part of the Norfolk RISE Up programme, Norfolk County Council is fully funding access to Future Action's RISE Up Early Intervention Mental Wellbeing and Trauma-Informed PE Teacher Training Courses for all primary, secondary, and special schools in Norfolk.

  • Since September, over 80 Norfolk schools have signed up, and we'd love for your school to join us in this vital initiative.

  • These courses equip educators with tools to improve student wellbeing, build resilience, and create safe, nurturing environments.
